A woman named Rabea Akter (35) has accused Sub-Inspector (SI) Hanif of Badda Police Station of illegally entering her residence late at night, vandalizing property, looting cash and gold ornaments, and issuing death threats. Following this incident, despite filing a written complaint at the Badda Police Station without receiving any remedy, she has applied to the Dhaka Metropolitan Police (DMP) Commissioner demanding an impartial investigation and departmental action against the accused police officers.

Rabea Akter made these allegations in a written application submitted to the DMP Commissioner on October 17, 2026. She resides as a sub-tenant in a house located in the Alir Mor area of North Badda.

In her written complaint, Rabea Akter stated that around 12:45 AM on the night of August 26, SI Hanif, Mozirun Nessa, Md. Dipu, Sumi, and seven to eight other unidentified individuals in civil clothes attempted to enter her residence. She alleged that as there was a slight delay in opening the door, SI Hanif kicked the door multiple times. This reportedly startled and woke up the 4, 8, and 12-year-old children of the main tenant living in the house.

Rabea claimed that these individuals later forcibly entered her room, vandalized furniture, and ransacked her belongings. The complaint states that Tk 6,000 in cash, an 8-anā gold chain (estimated value of Tk 115,000), and a Bluetooth speaker were taken away. Furthermore, she alleged that SI Hanif threatened to arrest her in any case at any time.

Claim of Inaction Despite Filing Complaint at the Police Station:
Rabea Akter alleged that although she filed a written complaint at Badda Police Station regarding the incident on September 5, she did not receive effective remedy. The then investigating officer, SI Tareq Aziz, did not conduct a proper investigation into the complaint and instead harassed her.

She stated that under these circumstances, she is suffering from financial loss, mental stress, and insecurity.

Reference to Another Woman’s Complaint Against SI Hanif Before DC (Gulshan):
In her application, Rabea Akter further mentioned that another woman, Mozammela Khatun (76), reportedly lodged a complaint against SI Hanif with the Deputy Commissioner (DC) of the DMP Gulshan Division on October 15. That complaint accused Mozirun Nessa, alleged accomplice of SI Hanif, of engaging in criminal activities by exploiting the misuse of power.

Demand for Impartial Investigation and Departmental Action:
In her complaint to the DMP Commissioner, she demanded an impartial investigation and necessary departmental action against SI Hanif and SI Tareq Aziz. She also requested steps to be taken against other accused individuals according to existing laws, to stop the harassment, and to recover the looted money and goods.

Statement of the Victim:
Victim Rabea Akter (Nipa) said, "The way SI Hanif behaved with me is a clear violation of the law! Since I did not get a remedy by complaining to the Badda Police Station, I have submitted a complaint to the Honorable DMP Commissioner. If I do not get justice even here, I will go to the Honorable Minister of Home Affairs and the IGP. Even if that fails to bring a remedy, I will file a case. I want severe justice for SI Hanif and Mozirun Nessa."

Another victim couple, Shafiqul Islam and Mozammela Khatun, said, "This Mozirun Nessa is doing whatever she pleases under the instigation of SI Hanif, issuing various threats to forcefully take over my property. She assaulted me in front of Kashimpur Jail. She has already ruined my family, and now she roams around doing these things with other people outside as well. I heard that she went to Nipa's house late at night along with SI Hanif and created trouble and issued threats."

Statements of Witnesses Present at the Scene:
Amena Begum (the main tenant of the flat where Rabea is a sub-tenant) said, "SI Hanif and the people with him were kicking the door hard for a long time past 12:30 AM. As soon as the door was opened, without introducing themselves, they asked, 'Who is Nipa?' Nipa was standing right beside me. Immediately after that, Hanif went straight into her room. As I entered the room, I heard Hanif threatening Nipa, saying, 'You will leave this place by tomorrow morning, otherwise I will take you and put you on remand. I can frame a girl like you in any case by arresting her.' When I said, can a tenant move out in such a short time? Nobody comes or ever came to my house or Nipa Madam's room, hearing this Hanif told me, 'You won't say a word, remain completely silent.' Then he pushed me and Nipa out of the room and snatched the 2 mobile phones Nipa had from her hands. Then he forced everyone out of the room and searched the entire room, turning everything upside down. We didn't even get any opportunity to say anything—SI Hanif did not do the right thing at all."

Saidul Islam (tenant of the adjacent flat and witness) said, "Since the incident happened in the flat next to mine, hearing the commotion I went and saw SI Hanif searching for something in Nipa Madam's (Rabea Akter) room and turning the room completely messy."

Monju (witness) said, "At 1 AM, the landlord's daughter Sumi called me to Nipa Miss's (Rabea Akter) house. Going there, I saw a lot of commotion happening. I saw this and told everyone to keep quiet and be silent. There was a Sub-Inspector in civil clothes. Upon going, I saw her house and clothes—everything was in a disorganized state. Moreover, I found no male person in Nipa Miss's house nor did I see any."

Statements of the Accused:
Accused Sumi said, "That day, Masud and others were caught red-handed at Nipa's house. Nipa is carrying on with many other boys." When the reporter asked, "All the witnesses are saying no one was found there, but you are saying someone was found—your statements don't match!", the reporter was disconnected by her.

Despite multiple attempts to contact Mozirun Nessa, it was not possible to speak with her.

Accused SI Tareq Aziz said, "Since a complaint has been made to the DMP Commissioner, let the document arrive, and I will submit a written reply."

The main accused, Badda Police Station SI Hanif, said, "I had duty in that area, and hearing the commotion, I went there. What you are saying is not true. Do whatever you can," and disconnected the phone.

Administrative Statement:
Badda Police Station Officer-in-Charge Kazi Md. Nasirul Amin said, "I am not aware of it." Even after forwarding a copy of the complaint to him later, he did not respond anymore.
When multiple victims met with DC (Gulshan Division) Mohammad Ruhul Kabir Khan, he assured them of taking necessary legal action. When contacted again later, he stated that he would look into it.

Further Investigations Reveal:
Investigations reveal that SI Hanif and his associate Mozirun have built a small police-station-like stronghold inside a cable-TV (dish) office in Alir Mor, North Badda. Anonymous sources stated that they bring in innocent people there and settle disputes in exchange for financial benefits. No one in the area dares to say anything out of fear. Even though they witness many things with their own eyes, they keep their mouths shut because Hanif is so powerful that anyone who speaks out against him gets entangled in false cases. He is accused of taking monthly protection money (mahoyara) from gambling dens, drug dealers, and illegal cable businesses in the area. All of this operates under the patronage of Hanif.
Meanwhile, as SI Hanif sent various unidentified individuals to threaten the reporter for not running the news, the reporter has filed a General Diary (GD) at Pallabi Police Station fearing for their life.
