
RAJUK Rupsha Apartment Project in Gulshan : How govt officials afford flat costing Tk 5 cr

During the past Awami League government, allocation of flats from RAJUK’s Rupsha Apartment (behind Gulshan Westin) Project was done somewhat secretly to preferred individuals. This list includes political leaders, their children, administration cadre officers, or their offspring.
Others on the list have, in one way or another, received these valuable flats at relatively lower prices due to the influence of being government officials or political leaders.
Now the question arises—how did administration cadre personnel or government officials afford these flats costing nearly five crore taka ? One luxurious flat was allocated to RAJUK’s then Member (Estate & Land) Mohammad Nurul Islam. Many questions surround how he received this allocation. There are also massive corruption allegations against this Nurul Islam including going abroad without approval of the government.
Moreover, what is the source of income for those who purchased flats worth several crores? Why won’t these flat and plot allocations be canceled—these are questions raised by investigative journalist based abroad, Zulkar Nain Khan Sayer Sami. On his Facebook, he posted several important documentary proofs related to the project (Rupsha Apartment).
Those who received allocations of these luxurious flats and plots include former MPs, RAJUK members, former senior bureaucrats, and others. Names on the list include—former Principal of Khulna Medical College Professor Dr. Jalal Ahmed, former FBCCI Director Mohammad Rafiqul Haider Bhuiyan, former Director (Army) of Fire Service and Civil Defense Siddiq Mohammad Zulfikar Rahman, former Secretary of the Ministry of Public Administration and former Chairman of BIDA Sheikh Yusuf Harun, former IGP and ex-MP Nur Mohammad, former Secretary Mahbubur Rahman Sarkar, former RAJUK member Imran Kabir Chowdhury, former RAJUK member (Estate) Nurul Islam, daughter of former MP Zahirul Islam Mohon, Iffat Jahan Emi, administration cadre Dr. M. Nasir Uddin Munshi, former Secretary S. M. Kamrul Hasan, brother of former MP Iqbalur Rahim, Ashek-ur-Rahim, and Joint Secretary Minakshi Barman.
Journalist Sami wrote that at a rate of Tk 14,500 per square foot, a 3099 sq. ft. flat costs approximately Tk 4.5 crore. These flats had to be purchased excluding the price of parking and utility space. The question is—how did they afford these allocations worth several crores? Where did the money come from? And through what process were these allocations made?—all of these require investigation.
