Rangpur Metropolitan BNP Convener Shamsuzzaman Samu has been appointed as the first chairman of the newly formed Rangpur Development Authority.

This information was given in a notification issued by the Contract and Foreign Employment Branch of the Ministry of Public Administration on Thursday. 

The notification said that in accordance with Section 8(1) of the ‘Rangpur Development Authority Act, 2026’, Shamsuzzaman Samu has been appointed on the condition of renouncing any other profession, business or employment relationship with any government, semi-government, private institution or organization. He will serve as the chairman of the Rangpur Development Authority (Grade-2 rank) for a period of 1 year from the date of joining.

This order, signed by Deputy Secretary of the Ministry of Public Administration Md. Golam Rabbani, has been implemented in the public interest by the order of the President. Earlier, the Ministry of Housing and Public Works issued a notification establishing the Rangpur Development Authority on January 12 this year.

It is necessary to say that the Rangpur Development Authority was formed under the powers given in the ‘Rangpur Development Authority Ordinance, 2025’. The ordinance to form this development authority was issued on November 26 last year. Later, on January 20 this year, President Md. Shahabuddin issued the ‘Rangpur Development Authority (Amendment) Ordinance, 2026’. It is noted that Shamsuzzaman Samu received the final nomination of BNP for the Rangpur-3 (Sadar Upazila and City Corporation part) parliamentary constituency in the 13th National Parliament election. He was defeated by Jamaat-e-Islami candidate Mahbubur Rahman Belal with 85,498 votes under the paddy sheaf symbol. Belal, the former Amir of Rangpur Metropolitan Jamaat-e-Islami, was elected with 178,064 votes under the scale symbol.

 Upon receiving the order, the newly appointed Chairman of the Rangpur Development Authority, Shamsuzzaman Samu, thanked Prime Minister Tarique Rahman. He expressed his determination to build a modern and planned city with the participation of people from all walks of life in Rangpur city.

People of all sections also expect that the newly appointed chairman of Rangpur Development Authority Samsuzzaman Samu will play a vital role for the overall development of roads, highways, education, sanitation, infrastructure and the development of people’s lifestyle of Rangpur.

Meanwhile, the enthusiasm, excitement and enthusiasm among the party leaders and activists have increased several times after Shamsuzzaman Samu was given the post of Chairman of the Rangpur Development Authority. Everyone has pledged to work by his side to ensure the development of Rangpur in unity.
