Plug and Play proposes pathway to mobilise over $500m FDI for Bangladesh

Engagement between Bangladesh and Silicon Valley-based global innovation platform Plug and Play has opened a prospective pathway to attract over $500 million in foreign direct investment (FDI), alongside technology partnerships and innovation cooperation.

The development followed a high-level bilateral meeting held at Plug and Play's Silicon Valley headquarters on September 28, 2026, where a Bangladesh delegation discussed attracting international capital, developing artificial intelligence (AI) talent, and integrating local startups into global value chains.

The delegation was led by Adviser to the Prime Minister on Finance and Planning Prof. Dr. Rashed Al Mahmud Titumir. During the talks, Bangladeshi officials and Plug and Play leadership signed a cooperation agreement to explore establishing one or more AI Centres of Excellence in Bangladesh.

Subsequent to the meeting, Plug and Play submitted a strategic partnership proposal outlining frameworks to mobilise $500 million-plus in prospective FDI through its international network of venture investors, corporate partners, and technology firms. The proposal highlighted Bangladesh's skilled technology workforce, universities, High-Tech Parks, industrial capacity, and domestic market scale as key pillars for investment.

Key focus sectors identified in the proposal include ICT, AI, consumer electronics, light engineering, pharmaceuticals, advanced manufacturing, and semiconductor testing and packaging. Proposed infrastructure projects include a Bangladesh Tech Center and an AI Center of Excellence to link local talent and academia directly with global corporate ecosystems.

Welcoming the proposal, Adviser Titumir stressed the need to translate the framework into commercially viable, concrete projects capable of generating high-value employment, technology transfer, and export growth.

The high-level delegation included State Minister for Foreign Affairs Shama Obaed Islam, State Minister for Primary and Mass Education Boby Hajjaj, Adviser to the Prime Minister for Posts, Telecommunications and Information Technology and Science and Technology Rehan Asif Asad, Protocol Officer-2 Kamrul Islam, and Deputy Press Secretary-1 Md. Jahidul Islam. Bangladesh Ambassador to the United States Tareq Md. Ariful Islam and Consul General in Los Angeles Kazi Muhammad Jabed Iqbal were also present.

The Consulate General of Bangladesh in Los Angeles will coordinate follow-up negotiations with Plug and Play and relevant government agencies. Officials clarified that the $500 million figure represents a prospective FDI target subject to due diligence, financing structures, and regulatory approvals, rather than a finalized commitment.
