Allegations against LGED PD Sharif Mohammad Jamal

Project Director of a project at LGED Sharif Md. Jamal Uddin has been accused of corruption and has been written to various departments. A person named Md. Russell Howlader of Jhalakathi made this complaint.
It is claimed that he cannot do any work without a 6% commission. If he does not pay 10% at the time of estimate approval, 1% at the time of tender approval, 1% at the time of work bill and 17% at the time of money allocation, no money is allocated. When the executive engineer was asked about any bill, he said that he talked to the project director, the contractor does not receive any bill. That money is transacted through Kanchan Senior Assistant Engineer Nirmal Karmakar sitting at his house in Barisal and the project director himself prepares the estimate and sells it to his people through high commission.
Not only that, he knows that if he wants to extend the time of any work, he has to pay 25 thousand taka in 1 installment. Besides, it is mentioned in the complaint that he has to pay a very large amount of money while recasting any scheme. The written complaint further states that PD Nalchitty had to pay a commission from 1 person for the work of bridge number 28 and its estimated price was 65,652 lakh taka. The contract for 33 saas and 46 saas bridges in Sadar Upazila of Barguna district was 7 (seven) crore taka. He (PD) prepared the estimate for the road himself and sold it through his own people with a commission of 7 crore taka. Not only that, he asked to send the work of one person in the tender for evaluation and re-evaluation by exchanging 5%, but nothing happens except his commission.

All upazilas of Barisal district approved 258 iron bridges under the OIC project. Of which, although he was asked to paint the gadvancing of 198 bridges, he basically used very low-quality paint in 54 bridges. He explained the use of low-quality paint in the remaining bridges as a responsible job. He has committed corruption worth crores of taka by joining hands with the contractors and has wasted a lot of money in the government. In addition, the Upazila Engineer and Project Director together gave work to one person on each bridge in Gournadi,
Agailjhara, Baranipara Upazilas of Abul Hasnat Abdullah and his constituency, and got the work done through a single name, Kohinur Enterprise, Profit Badal Hawladar, through that 5% commission trade. The Chief Engineer mentioned in the document that if the estimated price is limited to the DPP price, then the next activity should be taken up, but he did not care about any of this, he approved the estimate and approved all the schemes that did not include DPP in exchange for 2% commission, he does not care about anyone. However, when PD Sharif Md. Jamal Uddin was contacted on his mobile phone to get his statement on the matter, he could not be reached.
Regarding this allegation, Jhalakathi LGED Senior Assistant Engineer Shiplu Karmakar could not be reached after multiple phone calls and his phone number was found to be switched off.
