Despite massive allegations of corruption :  Former protocol officer of PMO Monzila Farooq's company Gulf Security still in list of  recruiting  outsourcing people

There are allegations of various irregularities and corruption, including embezzlement of workers and manpower, against Gulf Security Service (Pvt) Limited, the organization of Monjila Farooq, former Protocol Officer-1 of the fascist government's Prime Minister Sheikh Hasina and a member of the Bangladesh Women's Awami League.
 
 Despite the allegations of irregularities and corruption, the name of the Awami League leader's organization Gulf Security Service (Pvt) Limited has been kept in the list of verification and selection for the appointment of outsourcing service provider companies for Dinajpur Medical College Hospital. Ignoring the rules, the Dinajpur Medical College Hospital authorities are continuing their attempts to appoint outsourcing service provider companies by keeping Gulf Security Service (Pvt) Limited in the list of verification and selection.
 
It is learnt that Gulf Security Service (Pvt) Ltd. is one of the companies that has been put under scrutiny for hiring outsourcing service providers for Dinajpur Medical College Hospital. 
 
Monjila Faruk, former Protocol Officer-1 of the fascist government's Prime Minister Sheikh Hasina and a member of the Bangladesh Mahila Awami League. Monjila Faruk's organization Gulf Security Service (Pvt) Ltd. is accused of not paying 16 months' salary and other dues to 12 health institutions in Barisal, not paying the salary and other dues to 31 workers in the Madaripur Police Superintendent's Office, not complying with the terms of the contract of Paschimchanchal Gas Company Limited, and not paying 11 months' salary and other dues to the 250-bed General Hospital in Dinajpur. The outsourcing service workers of these organizations are living in inhuman conditions without receiving their salaries. The Special Branch of Bangladesh Police has already given a no-objection to the appointment of Gulf Security Service (Pvt) Ltd. as a contracting organization. Paschimchanchal Gas Company Limited has declared Gulf Security Service (Pvt) Ltd. ineligible for two years. The General Branch of the Department of Inspection of Factories and Establishments of the Ministry of Labor and Employment has issued letters several times to workers to pay their dues.
 
The policy regarding the implementation of the service procurement policy in the outsourcing process of the Expenditure Management Division of the Ministry of Finance of the government states that before taking action against any service worker for disciplinary reasons, the opinion of the Outsourcing Service Monitoring Committee of the controlling ministry/department of the concerned service purchasing department must be taken. The chairman of this committee is the Inspector General of the Department of Factories and Establishments Inspection and representatives of the Finance Department and the Ministry of Labor and Employment. But despite the complaints in the Gulf Security case, Dinajpur Medical College Hospital did not accept the opinion of the Service Monitoring Committee.
 
On November 20, 2025, the Department of Inspection of Factories and Institutions under the Ministry of Labor and Employment reported against Gulf Security Service (Pvt.) Limited that Gulf Security Service (Pvt.) Limited had not paid a total of 16 months' arrears and other dues of 12 health institutions under the jurisdiction of the Civil Surgeon of Barisal district in the fiscal year 2024-25 and fiscal year 2025-2026. Also, on October 20, 2025, the Madaripur Superintendent of Police reported against Gulf. It was mentioned that Gulf Security Service (Pvt.) Limited had not paid the salaries and other dues of 31 workers working under the outsourcing method at the Madaripur Superintendent of Police. For this, a report was given against the company to take necessary action as per the Bangladesh Labor Act, 2006 and the Bangladesh Labor Rules, 2015. A letter from the Special Branch of Bangladesh Police dated July 18, 2023, said that Monzila Faruk was working as the Prime Minister's Protocol Officer-1 and was a member of the Bangladesh Mahila Awami League. Earlier, a report by the Paschimchanchal Gas Company Limited said that Gulf Security Services (Pvt) Ltd, the contractor providing manpower from October 1, 2020 to September 30, 2023, did not comply with some of the terms of the contract. For this, Gulf Security was declared ineligible for 2 years and a ban was imposed on it.
 
In this regard, Dinajpur Medical College Hospital Director Dr. Fazlur Rahman said, there is no need to inform any authority if we tender. It is tendered on the online-based EGP platform. The tender notice is published in two national newspapers and it is published on the website. In that case, the Labor Department should be informed that there is no mention anywhere in the PPR.
