Major reform in pry teacher transfer to end corruption: Bobby Hajjaj

State Minister for Primary and Mass Education Bobby Hajjaj today said the government has introduced a new decentralized system for primary school teacher transfers to ensure transparency, accountability, and a corruption-free process.
"In the past, the teacher transfer process was known as a major hub for syndicates and corruption, posing a significant obstacle to improving the quality of education," Hajjaj said.
The state minister made the remarks while addressing a validation workshop on the "Bangladesh Education Sector Analysis (ESA) 2026," jointly organized by the Global Partnership for Education (GPE) and UNICEF at a hotel in the capital on Sunday.
Hajjaj explained that under the direction of Prime Minister Tarique Rahman, the ministry has localized the teacher transfer process. Under the new policy, separate committees are being formed at the upazila, district, divisional, and city corporation levels to review and process transfer applications at specific intervals.
At the upazila level, a four-member committee led by the UNO will verify and select applications, after which the Upazila Primary Education Officer will issue the official transfer orders.
Similarly, five to six-member committees will handle the verification and issuance of orders at the district, divisional, and city corporation levels. The respective scrutiny and settlement committees will be chaired by the Deputy Commissioner at the district level, the Divisional Commissioner at the divisional level, and the Additional Director General of the Directorate of Primary Education at the city corporation level.
Minister for Education and Primary and Mass Education Dr. A N M Ehsanul Hoque Milan attended the workshop as the chief guest. In his address, Dr. Milan highlighted the government's extensive ongoing initiatives and future plans spanning secondary, higher, madrasa, and technical education sectors.
Senior officials from the Ministry of Education, Ministry of Primary and Mass Education, relevant directorates, and representatives from UNICEF were also present at the event.
